HOPWA Funded at $332 Million in President's Proposed FY14 Budget

The President's proposed FY14 budget funds the HOPWA program at a level of $332 million, which is an increase from the President's request of $330 million in FY13. This funding level also represents a proposed increase in funding from the FY13 final funding level which, after sequestration, was $315 million.

The President's proposed budget also contains reference to modernizing the HOPWA formula by adjusting the formula to account for poverty, fair market rents and living HIV cases. The following is the language included in the President's budget that references updating the HOPWA formula:

The Budget proposes to update the HOPWA program to better reflect the current case concentration and understanding of HIV/AIDS and ensure that funds are directed in a more equitable and effective manner. This modernization includes a new formula that will distribute HOPWA funds based on the current population of people living with HIV/AIDS, fair market rents, and poverty rates in order to target funds to areas with the most need. It also makes the program more flexible, giving local communities more options to provide targeted, timely, and cost-effective interventions. The Budget's $332 million investment in HOPWA, in combination with the proposed modernization, will assist local communities in keeping individuals with HIV/AIDS housed, making it easier for them to stay connected to treatment, and therefore improving health outcomes for this vulnerable population.
