Senate Appropriations Committee Recommends $4.3 million Cut in HOPWA for FY2012

The Senate Appropriations Committee recommended a $4.3 million funding reduction for the Housing Opportunities for Persons With AIDS program from the FY11 appropriations level, while acknowledging the program's success and noting that supply fails to meet demand since only about a third of eligible housing need is being met as reported by HOPWA grantees. The recommendation of $33 million is $5 million less than the President's budget request and $4.3 million less than the fiscal year 2011 enacted level. The Committee language instructs HUD to distribute funds so as to preserve existing programs meeting need.
The Senate Appropriations Committee proposed cut follows a recommendation by the House Appropriations Subcommittee on Transportation, HUD of $334.3 million, representing flat funding from the FY 11 enacted level. The President's budget request for FY 12 was $335 million, representing the FY10 enacted level.
