N.Y. Senate Passes HIV/AIDS Rent Cap

Under a bill passed Tuesday by the state Senate, persons receiving housing assistance from the New York City HIV/AIDS Services Administration (HASA) would have to pay no more than 30 percent of their income in rent.

Housing Works praised the 42-19 passage of the bill as a "tremendous victory." The advocacy group noted that a 30 percent cap already is in place for persons who receive federal housing subsidies, but the joint city/state HASA program had not been obligated to abide by the same limit. A similar bill passed the Senate in the last legislative session but was not taken up by the Assembly. The current measure passed the Assembly in January and now awaits the signature of Gov. David Paterson. Advocates say the measure could help up to 11,000 low-income New Yorkers living with HIV/AIDS.
